“If schools attempt to open in the midst of a worsening pandemic, it is likely that children, teachers and parents will be at serious risk of illness and death, and schools may be forced to close. Yet if schools don’t open or parents decide to keep them at home because of the health risks, parents are at risk of having to stay at home to look after them and being unable to keep the very jobs that support the family and pay the rent.
