“Some have called summer the “most unequal time of the year,” and Johns Hopkins researchers found that summer learning loss in elementary school accounts for two-thirds of the achievement gap between low-income children and their middle-income peers by ninth grade. And yet, swimming is a crucial part of the Horizons program, a public-private partnership to give local public school students the kind of summer experiences that more affluent families pay for over the break.
